经审理查明，2003年7月至2010年，谭瑞松利用担任中国航空工业第二集团公司副总经理、中国航空工业集团公司副总经理等职务上的便利，非法占有公共财物共计人民币8993万元。1998年至2024年，谭瑞松利用担任哈尔滨东安发动机（集团）有限公司副总经理、总经理，哈尔滨航空工业（集团）有限公司董事长，中国航空工业第二集团公司副总经理，中国航空工业集团有限公司副总经理、总经理、董事长等职务上的便利，为他人在企业并购、承揽项目等事项上提供帮助，非法收受财物共计折合人民币6.13亿余元。此外，谭瑞松自2012年3月至2023年3月作为相关内幕信息的知情人员，在内幕信息敏感期内多次从事与内幕信息有关的证券交易，并多次泄露内幕信息，明示、暗示他人从事与内幕信息有关的证券交易，情节特别严重。

大连市中级人民法院认为，被告人谭瑞松的行为构成贪污罪、受贿罪、内幕交易、泄露内幕信息罪。谭瑞松贪污数额特别巨大；受贿数额特别巨大，并使国家和人民利益遭受特别重大损失；内幕交易、泄露内幕信息情节特别严重，均应依法惩处，并予数罪并罚。鉴于谭瑞松受贿犯罪中有未遂情节，到案后如实供述罪行，主动交代办案机关尚未掌握的贪污事实和部分受贿、内幕交易、泄露内幕信息事实，所犯贪污罪构成自首，具有重大立功表现，认罪悔罪，积极退赃，贪污、受贿所得财物及孳息均已全部追缴，对其所犯受贿罪判处死刑，可不立即执行，对其所犯贪污罪、内幕交易、泄露内幕信息罪可从轻处罚。法庭遂作出上述判决。

大连市中级人民法院于2025年10月30日依法开庭审理了该案。庭审中，检察机关出示了相关证据，被告人谭瑞松及其辩护人进行了质证，控辩双方在法庭的主持下充分发表了意见，谭瑞松进行了最后陈述，并当庭表示认罪悔罪。

该案一审宣判充分彰显了党中央坚定不移推进全面从严治党、以零容忍态度惩治腐败的坚定决心，体现了法律面前人人平等的法治原则。司法机关依法公正审理，对被告人依法从宽处理，既严惩腐败犯罪，又落实宽严相济刑事政策，实现了政治效果、法律效果和社会效果的有机统一。
